Goal
You have set up budgetary control as absolute in General Ledger. The funds checking works fine in General Ledger, Payables, Purchasing.
In Inventory subledger, you use miscellaneous transactions to issue material from inventory and charge out the cost to the user cost center. When transferring from Inventory to General Ledger, the journals are created with funds reserved and pass funds checking even though there is no budget available for a particular cost center. Once posting, the system might even exceed the budget limit and the funds available are shown as negative amounts.
You consider that when using miscellaneous transactions to issue materials, the funds should be checked before the material is issued.
