Error When Executing API Eam_assetattr_value_pub (Doc ID 553378.1)

Symptoms

On 12.0 in Production:
When attempting to run both API's: EAM_ASSETATTR_VALUE_PUB.UPDATE_ASSETATTR_VALUE and
EAM_ASSETATTR_VALUE_PUB.INSERT_ASSETATTR_VALUE, the following error occurs.

ERROR
X_RETURN_STATUS = E
X_MSG_COUNT = 1
X_MSG_DATA = EAM_INVALID_COMBO


The issue can be reproduced at will with the following steps:
1. Open Jdeveloper
2. Select database connection.
3. Select package EAM_ASSETATTR_VALUE_PUB.
4. Select package BODY and execute option UPDATE_ASSETATTR_VALUE.
5. Copy text file.
6. Execute.
