Cannot Update Tax Code On Existing Items, Error APP-INV-43231 (Doc ID 554583.1)

Symptoms

Cannot update existing items with a Tax Code.
Works fine for newly created items.

Get error:

Attribute is controlled at Master organization level.
All inventory organizations belongs to same Operating unit.
The issue can be reproduced at will with the following steps:
1. Go to Inventory>Items>Master item, tab Invoicing and try to enter a Tax code
