Oracle Alerts Do Not Send Email After 11i.RUP6 or 12.0 (Doc ID 554682.1)

Symptoms

After upgrading to 11i.ATG_RUP6 <Patch 5903765>, and also applying <Patch 6636285>,
any Alert that contains a comma at the end of an email address or a null email address
will fail and not send any of the Alert email.

Examples:
1) rs@oracle.com,
2) js@oracle.com,,rs@oracle.com,
3) js@oracle.com , , rs@oracle.com

Additional symptoms:
*email addresses in the CC and BCC fields are not delivered.
*email message ending with ALR[1/0000@WFMAIL]
*junk characters in beginning of email message
