Services Through Externalsystem Can Only be Accessed by DBA.Admin User (Doc ID 555165.1)

Symptoms

-- Problem Statement:
On 5.5.03, When attempting to use an External System that uses a Web Service also in the PUBLIC domain, from a user's domain, the following error occurs:

ERROR
No integration service operation found for external system <external system ID>

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up a web service in the PUBLIC domain and attach it to the External system also in the
PUBLIC domain
2. Log in to a non-PUBLIC domain and try to send an interface using this external system and
communication method as SERVICE
3. The interface does not go through and the log shows the error
No integration service operation found for external system <external system ID>
4. If the same operation is attempted from the PUBLIC domain (DBA), the operation is successful

The issue has the following business impact:
Due to this issue, users cannot use services from a public domain
