Cannot View Concurrent Manager Log And Out Files in R12 (APP-FND-01634 )

Symptoms
An error occurs when trying to view the out or log file of a concurrent process at the client saying that the out/log file could not be found.
But when reviewing the system, the logfile is located under the given path, with appropriate rights and ownership.
Steps to reproduce:
1. Log into Oracle Apps into the System Administrator responsibility.
2. Go to submit requests.
3. Submit the Active Users report.
4. Wait until it finishes.
5. Try to open log or output.
Expected Behavior: View the output or log files.
But we see this error:
'APP-FND-1634-The log file &FILENAME does not exist or this program is restricted from reading it'
If the concurrent request has completed then please contact your system administrator.
APP-FND-1636 NO REPORT AVAILABLE FOR THIS CONCURRENT PROCESS
