Cannot Progress Employees in the Grade Ladder if the Original Step Progression is Deleted

Employees can be processed using the grade ladder from one step to another and the updates are seen in the grade step form as well as the salary admin screen.
The grade step placement was deleted via Assignment> other > Grade/Step since the progression for the employee needed to be delayed. Then the participation process was run again for the employee.
On this second run of the progression, the changes are not taking effect in the grade step form or the salary admin screen for the employee. How can the employee be progressed again if the original progression is deleted?
