Chinese Characters Show as '?' in Report Output Using XML Publisher

Symptoms
When attempting to view the Chinese report output in PDF format from XML Publisher question marks (?) appear in place of Chinese characters.
Expected Behavior
Expect to show correct Chinese characters.
The issue can be reproduced at will with the following steps:
1. Log into application.
2. Submit the Chinese report.
3. After it complete,View the output file and see that '?' is displayed in place of Chinese characters.
