Grade Step Life Event not Triggering based on Derived Factor & Function to Call Hours Worked (Doc ID 556278.1)

On RELEASE 12.0.4 in Production:
Business requirement is to have grade steps based on hours paid. A function referencing a custom
balance calculates the hours. Even with the correct number of hours assigned to an employee via the element entry, the employee having those hours is not progressed when Participation Process: Grade Step is run.

Expect the progression process to progress the employee having the correct number of hours.

The issue can be reproduced at will with the following steps:
1. Set up the function to calculate a balance of hours.
2. Give an employee enough hours via element entry to make him/her eligible for grade step progression.
3. Run the Participation Process: Grade Step for that employee.
4. Employee not selected for progression.
