Rate Line Based On "Shipment Cost Payment Method" Gets Ignored (Doc ID 556284.1)

This problem can occur on any platform.

Symptoms

If a rate record contains a cost line that has the "Shipment cost payment method" as a basis, and it is used for building shipments, the line based on the "Shipment cost payment method" is ignored and the cost does not get applied to the shipment. Even if a shipment is manually updated with the corresponding payment method, and a recalc done, the cost doesn't get applied.

Expected result: OTM applies the rate cost line defined in the rate record.
Effective result: OTM does not consider any rate record cost cointaining the "Shipment cost payment method" as a basis criterion

So the system does find the payment method. It also applies the correct rate. But the cost is not
applied.
