When Bulk Planning, you see the following entry in the log file.

Debug BulkPlanMilestone CommitShipmentGraphs - Bulkplan XXX.20080212-0002 batches: Blocking on queue planningCommit for 7,200 seconds [batch - 1]

Does this mean that a lock has been in place for 72000 seconds and this is a problem?
