PNTLEASE Cursor In Location vs Term Template Field On Billing Tab (Doc ID 556482.1)

Test scenario has user entering manual billings on a Lease. User observed during entry of new records that the cursor incorrectly starts in the Location field instead of the Term Template field (i.e. it starts in the second field instead of the first field in the block). User further observed that he cannot hit shift-Tab to go back one field either; if he does this is actually takes him to the last field of the previous record (assuming you have multiple records already in the block). User is forced to navigate to the Term Template field via the mouse. This seems to violate normal design standards that assume the user can perform all data entry via the keyboard (i.e. without using the mouse).

### Steps to Reproduce ###
All steps performed from responsibility = Property Manager
1. Go to Lease form (Nav: Leases and Documents > Main Lease > Enter Lease and Documents)
2. Query any existing lease or enter a new lease.
3. Go to Billing tab, enter a new record.
4. Observe that the cursor starts in the Location field instead of the Term Template field.
Further observe that you cannot shift-Tab to go back into this field. If you're on the first
record in the block, and you hit shift-tab, observe that you get error in the message lamp at the
bottom of the form.
