Personalization Setup To Uncheck ‘Initiate Approval’ checkbox Does Not Work

This problem can occur on any platform.
On the ‘Create Purchase Order’ page the ‘Initiate Approval’ check box is checked by default.
Through Personalization the Initial Value for this check box was set to ‘N’. Applied this personalization.
When the user navigates to this page again, the Initial Value check box is still checked. This should not be checked.
