APP-FND-01436 Error When Attempting To Set Values for Profile Options OKC: Success Message Recipient and OKC: Error Message Recipient (Doc ID 556525.1)

When attempting to set Profile Option OKC: SUCCESS MESSAGE RECIPIENT  and OKC: ERROR MESSAGE RECIPIENT  the following error occurs:

APP-FND-01436 List of Values cannot find any values for you to chose

Steps to reproduce:
1. Go to (R) System Administrator (N) Profiles > System
2. System Profile search > OKC : Error Message Recipient or OKC: Success Message Recipient
- when trying to set a value get the error.
