Feb-29 Leap Year Inventory Accounting Period Incorrect End date (Doc ID 556908.1)

Symptoms

On Feb 28Th the calenders were created incorrectly and only had 28 days for Feb. Users
have worked with the GL team, but now see that the inventory calender is wrong too.
 GL calendar contains an end date of Feb 28 instead of Feb 29. Since Inventory uses this calendar.   Needed to change Inventory Period End date to match with with the GL calendar date.

The issue can be reproduced at will with the following steps:

1. Go to Inventory > Accounting Close Cycle > Inventory Accounting Periods
2. Choose an inventory organization
3. The inventory accounting periods form opens
