Symptoms

Using seeded responsibility "Cash Management Superuser", but excluded a number of menus and functions to create an inquiry responsibility.   In doing this, whenever you navigate to View > Available Transactions, it returns the following error:

Function not available to this responsibility. Change responsibilities or contact your System Administrator.

If you include the "Enter/Reconcile Bank Statements" function (which is directly tied to the menu Bank Statements > Bank Statements and Recon), then the above error does not occur, and the Available Transactions screen will open.  However, we do not want the assigned users to be able to create or change anything. We just want them to be able to view data.
