CSXSRISR: Cannot Create Service Request When Contact Time Zone Is Not Enabled In FND_TIMEZONES_B Table

On release 12:
When creating a Service Request (SR) on the Service Request form,
the contact time zone is determined correctly, but cannot be saved,
if the enabled flag for the determined time zone is not set to 'Y' in the
"FRM-40212: Invalid value for field TIME_ZONE."
-- Steps To Reproduce:
1. create a contact in the contact center and enter a contact address which is in Germany. - The
timezone Berlin will be determined.
2. create a SR, select the created contact under step1, select necessary other information and save
the SR. -- an error message will show "FRM-40212: Invalid value for field TIME_ZONE."
Upgraded to release R12.
