When attempting to hire applicant, the following error occurs:
APP-PAY-07975: There must not be any future assignment actions arising after the change effective date
Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Using the CA HRMS Manager Responsibility
2. Navigate: People -> Maintain Using Templates -> Canadian Hire Applicant
3. Search for the applicant
4. Enter Payroll - save
5. Navigate to People -> Enter and Maintain
6. Search for applicant
7. Enter Gender and Date of Birth
8. Select Hire Applicant from Actions
9. Save
10. Receive the error
