Notification Error when Trying to Approve a Service Contract "A Valid Approver Was Not Found Error"

When attempting to approve a service contract the following error notification is sent and the contract cannot be approved.
Details: A valid approver was not found for the contract
Contract Number: XXXXXX
Contract Number Modifier: .
Please check AME setup.
ORA-20001: No rules are applicable to this transaction. At least one rule must apply to this
transaction when the value of the attribute AT_LEAST_ONE_RULE_MUST_APPLY is true. in Package
OKS_WF_K_APPROVE Procedure select_next
Steps To Reproduce:
1. Go to (R) Service Contracts Manager (N) Launchpad
- create a service agreement contract
2. Submit for approval
3. A notification is generated with the above error.
