The FND_LOGIN_RESPONSIBILITIES table is not being updated by user accesses via Self Service Applications.
If a user goes straight into Self Service Applications (such as iExpense or OTL ) from the Home Page, the table is not update. However, if they first go to a forms based application, such as System Admin, and then switch to a Self Service applications the table is updated.
1. Login to the Personal Home Page and open a Self Service Responsibility such as Manager Self Service, Employee Self Service, or Functional Administrator.
2. Query the FND_LOGIN_RESPONSIBILITIES to see the RESP_LAST_LOGIN has not been updated.
