Can Create Accounting Program be invoked from India Localization responsibility? (Doc ID 557983.1)

Running Create Accounting program or Subledger Period Close Exception Report completes with the following error when run from an India Local responsibility like India Local Payables, India Local Assets, etc. Why is this so?

When submitting Create Accounting program and Subledger Period Close Exception Report , pops up with the below error message.
APP-FND-00806: The default value Asia/Pacific Localizations is invalid for the Application
segment. Your default value will be ignored. Please inform your system administrator that:

Add the value Asia/Pacific Localizations to the value set for segment Application, or choose
another default value in the Key Flexfield Segments form or Descriptive Flexfield Segments form.
Use the Edit Concurrent Program or Define Report Set form for Standard Report Submission report
defaults.
