R12 - Receive Warning 'Duplicate prevention is not available' When Querying For Customers in Customers Screen (Doc ID 558917.1)

Symptoms

After setting the following profile options at the site level:

HZ: Duplicate Allowed = No
HZ: Enable Duplicate Prevention at Party Creation = Person or Organization
HZ: Match Rule for Contact Duplicate Prevention = SAMPLE: SEARCH
HZ: Match Rule for Organization Duplicate Prevention = SAMPLE: SEARCH
HZ: Match Rule for Person Duplicate Prevention = SAMPLE: SEARCH

The users are getting a Warning on the Customers screen when querying for customers:

"Warning
Duplicate prevention is not available. Please contact your System Administrator to enable this functionality."

Steps to Reproduce:

- Responsibility: Receivable Manager
- Navigation:  Customers > Customers 
-Query a customer.
-Click on Go.  The warning message appears.
