-- Problem Statement:
OTM is not considering correct estimates of Driver Resting times. Even though the driver should be fully rested due to having to wait at a stop for delivery, OTM is still adding driver rest time during the transit of the next stop.

For example, given a multistop shipment (2 deliveries). The driver gets to the first delivery early and has to wait until the location is open (this is long enough to have the driver fully rested). The driver then delivers and moves onto the next delivery. This transit time is very short and the driver should be fully rested. OTM is adding additional rest on the way to the second delivery.
