Error When Trying To Update Values For An Extensible/ Custom Attribute (Doc ID 559185.1)

Symptoms

On 11.5.10 in Production:
When attempting to update values for extensible/ custom attributes in Customers Online, the
following error occurs.

ERROR
" oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-06550: line 0, column 0:
PLS-00907: cannot load library unit SYS.DBMS_PICKLER (referenced by )"

EXPECTED BEHAVIOR
Expect to update those attributes without any error.

STEPS
The issue can be reproduced at will with the following steps:
1. Go to Oracle Customers Online Super User Responsibility
2. Go to Customers and query the Customer
3. Go to Profile tab and update Custom attribute 1
