Symptoms
-- Problem Statement:
When running an Rate Inquiry request ( RIQ ) via the UI or sending in a RIQ request via integration to Oracle Transportation Management, ( OTM ) rates from the SMC external rating engine are not being returned if some of the lines in the RIQ request have zero weight.
-- Steps To Reproduce:
Run and RIQ request via the UI or send in an RIQ request in via integration with several ship units, one of which has a valid weigh and another that has zero weight.
-- Business Impact:
Users are unable to see all of the available shipping options since the SMC based rates are not being returned.
