All HRMS Navigations Fail with "Your session is no longer valid." Message

Symptoms

While applying an R12 - HRGLOBAL patch, users attempting to operate within the HRMS Navigators,
(both the Professional User Interface (PUI) and Self-Service (SS)) the user receives a new Page:

"Your session is no longer valid."

Reproduction Steps
from the homepage
Select forms responsibility
Global Super HRMS Manager
Then function: People enter and maintain

receive error at the following url
URL:
http://my.domain.com:8000/OA_HTML/runforms.jsp?icx_ticket=123..&resp_app=
PER&resp_key=GLB_SHRMS_MANAGER&secgrp_key=STANDARD&start_func=PERWSHRG-403&other_params=

<PRE> Your session is no longer valid. </PRE>
Note: the page is not the standard session is no longer valid page.
Its just blank with the above text only

Note: The same problem occurs for ANY HRMS function whether it be a web framework function or a
core forms function. The issue only happens when launching from the homepage. For example to work
around the forms issue one could select sysadmin from the homepage and launch a sysadmin form
function, then switch responsibility to a HRMS form and work without error
