Symptoms

When attempting to download from Compensation Workbench to spreadsheet, the following error occurs:

ERROR
Exception Name: oracle.apps.bne.exception.BneFatalException - A system error has occurred.
Have your system administrator view the bne.log file.
Log File Bookmark 26138.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to responsibility: HR Professional V4.0.
2. Navigate to Compensation Workbench For Administrators.
3. Download to Spreadsheet with default definition.
