MWA Server Hangs on R12 Environments

When trying to login to a Mobile Application Server by using either Telnet or GUI Client sometimes the screen will hang or you will get the message 'Authentication Failed' even when they have provided the correct username/password combination on the login screen.
Already logged in users will be able to continue working but new users will not be able to login to the MWA Server.
