EF01: End Dated Account Combination Fails Journal Import (Payables) For The 'Effective To' Date

Symptoms
Navigating to Setup > Accounts > Combinations - you have selected one code combination and entered an 'effective date - TO" (eg. 01-MAR-2008).
Running journal import from Payables, it fails when the invoice GL date is 01-Mar-2008 even if this is the last day when the combination should be active.
Error code: EF01 'This Accounting Flexfield is inactive for this accounting date'.
Journal import works fine for the same date on other sources (eg. Receivables).
