Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:
When attempting to set the value of profile OTS: DEFAULT USER SALES GROUP the following error occurs:

ERROR
Get error:
APP-FND-01436: List of Values cannot find values for you to choose.

CAUSE: the list of values execution failed to find any values.
.....
You click on OK button.

Another Popup error:
Profiles couldn't determine the valid values for profile AST_DEFAULT_GROUP. This problem is usually due to an error in the SQL validation for that profile....

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. System Administrator >System >Profiles
Query OTS: Default User Sales Group
Click on the three dots

-- Business Impact:
The issue has the following business impact:
Due to this issue, Users Cannot set default groups and therefore users always get the Role and Group window when they sign in to ebusiness center.
