Requisition Approval With Substitution Rule Is Not Working In AME (Doc ID 560380.1)

Goal

The Approval Management Engine (AME) substitution rule is not getting applied to the transaction. Only when defining a standard rule first and then defining a substitution rule with the same exact condition plus one modified condition, the substitution rule is applied. The documentation does not say anywhere that a standard rule will have to be set up before a substitution rule is set based on the standard rule.

Is this the way it is supposed to work? i.e. define a standard rule first and then define a substitution rule?
