-- Problem Statement:
Two rates are defined for the same carrier. One has a more specific geography (e.g. CITY to CITY) than the other (e.g. USZIP3 to USZIP3). The planning parameter ALLOW DUPLICATE RATES BY CARRIER is set to 2, and therefore, the expectation is that the more specific rate is used. However, the less specific rate is being used as it is cheaper.
