Symptoms

Using Budget Entry Method that is Time Phased by None and getting error and error is received when trying to work the lines:

You cannot create a budget for this Project as there is no funding available in its date range.

### Steps to Reproduce Problem ###
Budgets>Award Budget>Enter Award, Project>Find>Details - receive error.
