Progress Sales Order to Create Configuration and See User Defined Exception error (Doc ID 560760.1)

Symptoms

On 11.5.10,
After entering an order with an ATO model line, progress the order to create configuration and
the following error occurs:

ERROR
User Defined Exception

Log file of BMCCCI module: AutoCreate Configuration Items shows:
Order# = xxx, Line_id = zzz : Create_And_Link_Item API failed for this model line.
Updated 1 rows to ERROR for line_id zzz.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Query sales order with an ATO model line
2. click on ATO model in the order lines,
    action->progress order -> create configuration -eligible -> OK
3. See error

The issue has the following business impact:
Due to this issue, users cannot process orders with models through to configuration.
