Symptoms
Find when inserting a rate change via the wizard in order to process retro pay, the Recalculation
process will not insert a salary record for the change.
EXPECTED BEHAVIOR
Expect when updating the grade ladder rates, the salary records will be inserted prior to future
salary records. The salary records would be updated retroactively.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Total Compensation>Total Compensation Setup Wizard>GSP>enter date effective
2. Click Update icon >Go to task Rates>enter new values>Submit
3. Run Recalculate Participation Values: Grade/Step Progression >salary record not created
