On R12:
When attempting to access Technical Library in iSupport, the following error occurs:

ERROR
The Technical Library is not available to this user.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Connect with any of the iSupport responsibilities.
2. Navigate to Support tab > Technical Library
3. The error occurs.
