Able to Save Beneficiary Designation Without Entering an Amount or Percentage

This problem can occur on any platform.
Find when adding a Beneficiary to Designate Beneficiary tab, users are able to save the Beneficiary Name and Type without entering a percentage or amount value.
Expect an error message would be thrown when saving was attempted with a percentage or amount designated.
Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to responsibility: US Benefits Manager.
2. Navigate to: People > Total Comp Enrollment > Benefits Enrollment > Non-Flex Enrollment form > Designee Button > Designate Benefits tab.
3. Select a plan that requires a beneficiary and enter the name of the beneficiary in question.
4. Enter the type of beneficiary and save the record. See that the record successfully saves with no percentage or amount shown for the beneficiary type.
