R12:Agis Cannot Find The Intercompany Transactions For Approval

This problem can occur on any platform.


-- Problem Statement:
In Release 12.0.2 in production, unable to approve any AGIS transactions. The workflow process
stops in Recipient Validation (FUNRTVAL), at the find contact node.

If the workflow is restarted, it then errors with:
Failed activity: NTF: AME Contact Setup Error
Activity Type: Notice
Error message: 3120 Activity 'FUNIMAIN/164742' has no performer

This has started happening since the users were end-dated and then had the end-date removed.

--Expected behaviour
Need to be able to submit and approve AGIS transactions.

-- Steps To Reproduce:
Intercompmany Super User > Create transaction

-- Business Impact:
Unable to transact between intercompany orgs, which stops the business working normally,


Some patches had been applied recently
