iSupport Users Created Using "Register Here" Link Cannot Access All Tabs iSupport (Doc ID 561088.1)

Symptoms

On R12:

New iSupport users created using the Register Here link are unable to access all the Tabs in the iSupport responsibility. 
The iSupport Resources bin is also not showing any links.

EXPECTED BEHAVIOR

Expect the iSupport to have all working tabs for external users created using the Register Here link.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a User using the Register here link that has the iSupport Business User responsibility associated to it.
2. Approve the User and try logging into the application.
3. Once logged in, the Account Tab is not visible and the 'Support Resources ' bin does not show any links.
