Email Notifications To A Role Are Not Being Received

Assigned user to the role 'HR Rep'. Tested a process that was supposed to send a notification to
this role 'HR Rep', but while a notification was viewable in the Oracle Worklist an email notification was never received. Found <Note 302262.1> that states the notification_preference for this role needs to be set in order for emails to be received. I ran the following script to
update the preference: update wf_local_roles set notification_preference = 'MAILHTML' where name='PQH_ROLE:1'
Once retested, everything worked and the user received an email as expected. However, saw a note that mentioned that the 'Synchronize WF LOCAL tables' process will wipe out this value when run. Upon testing this and the value was reset to 'QUERY'. This is run nightly, so a
better solution is needed.
What's needed to ensure that this value is updated permanently?
