When attempting to end-date a few grades no longer used by the business, the following error occurs:

APP-PER-449143 : you cannot end date this grade because as the grade scale defined for it has no end date or has an end date later

Try to end date the Grade Scale and you get:

APP-PAY-07938 - You cannot delete this step because employees assignments are placed on it
