Troubleshooting Object Lock / Time Out Problems in OTM

Purpose
When trying to perform UI actions in OTM, the user may be presented with an error that looks similar to the following:
BULK PLAN BUY timed out waiting for {dataQueryType=null}: {objectGid=null} (lockObjectId=GUEST.RELEASE-001, lockType=ORDER RELEASE)
Note: The above error is just an example of the many possible formats for this exception. The string "BULK PLAN BUY" may be replaced with another user selected action. Also the value of the "lockObjectId" and "lockType" will differ.
This note is to help in troubleshooting these errors when they occur.
