Unable To Redeem The Coupon In Order Management as the Price of the Order Does Not Change After Applying the Coupon

-- Problem Statement:
On 11.5.10 in Production:
Unable to apply a coupon to an order. Price of the order does not change after applying the coupon.
Expect the coupon modifier should be applied.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
- Created a Promotion with 2 lines discount(50%) and coupon issue.
- Used the above modifier in an order and it generated the same number of coupons as the quantity on the order line.
- Booked the order.( not fulfilled)
- Created another order for the same customer and applied the coupon at the line level. Price of the
product did not change. Also did the reprice and it did not work. Please advise
