Goal

How does one setup a modifier for the following business scenario?

How do you create a modifier that will only apply to a sales order when entering a certain multiple?
Attempting to create an automatic modifier, which will be applied when you order a specific
quantity of a certain product.
For example
If you order 10 tickets, you would get the discount
     (each item unit selling price is $10.00 with discount applied).
If you order 11 tickets, you will get a discount on the 10 ticket and
the 11th ticket would be priced at the regular amount(list price $12.00).

One also wants to make this discount apply to the order when order
increments of 10 tickets. This modifier would also automatically apply a
discount when you order ticket in increments of 10 tickets.
Anything over 10 would be regular price.

For example,
if one orders 21 tickets
one would get a discount on 20 tickets and
no discount on the 21st ticket.
Order total (less tax) would then be $112.00.
