Goal
Scenario:
The employee in question has lost eligibility for company paid benefits and is being enrolled in a plan whose cost is shared.
When the person became ineligible on 4/1, the ER contribution ended at the end of the month (4/30) instead of 1 prior (3/31).
As a side note, the repercussion of how the `1 Prior...' code is behaving is that when the employee is enrolled in the new plan, the new lower ER contribution should start on 4/1, so customer now gets a rate overlap error shown below:

The bottom line is that if the person becomes ineligible for their current enrollment but is still eligible for the plan type, the enrollment must be changed because there is a min/max on this plan type of min 1/max 1.
So, the coverage and rate end dates should be 1 prior.
