Symptoms
-- Problem Statement:
On 11.5.10.2 in Production:
When running order import (EDI 860 order cancellation),
the following error occurs:
ERROR
Change/Cancel Reason Code is invalid=20
Error Message at 1 : ORA-01403: no data found
LEAVING OE_MSG_PUB.ADD
Reason code for change is missing or invalid
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Navigation: import orders--> order import request
3. Run the 860 and see error

The issue has the following business impact:
Due to this issue, users cannot cancel orders using the 860.
