R12 Accessing Report Manager Menus Fails With Exceptions java.lang.NumberFormatException: null (Doc ID 565337.1)

Symptoms

Accessing any of the following menus may fail with an exception on a 12.0.4 instance:
i.e
Error Page
Exception Details.
oracle.apps.fnd.framework.OAException: java.lang.NumberFormatException: null

### Steps to Reproduce Problem ###
1.Navigate to Report Manager Responsibility
2.Click any of the below Mentioned Menu

Also, similar exceptions have been observed while navigating to Publish Report Set Menu of Report

Manager Super User Responsibility

Report Manager Super User-->Publish Report Set-->Query for any report set (using % character)
