Autoconfig is failing when Migrating to Linux

You are Migrating to Linux with Oracle Applications Release 11i using the <Note 238276.1>.
When running adconfig.sh , It fails with the below error. Its observed that the ORACLE_HOME is set to /tmp/
The environment settings are as follows ...
ORACLE_HOME : /tmp/
ORACLE_SID : <SID>
TWO_TASK : <SID>
.end std out.
Error 6 initializing SQL*Plus
Message file sp1<lang>.msb not found
SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory
