Getting Error For Serialized At Sales Order Issue Item Drop Shipment (Doc ID 565862.1)

Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:
Find that when performing a drop ship transaction for an item that is serialized at sales order
issue, it is not possible to enter the serial number.

EXPECTED BEHAVIOR
Expect to be able to enter the serial number for a serialized item during drop ship receiving
transaction even if the item serial control is at sales order issue.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Perform receipt for drop ship order and cannot enter serial number if the item is serialized at
sales order issue.

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot use the drop ship feature for items that are serialized at sales
order issue.
