Ebusiness Tax Content Upload Program Puts County Name In State Jurisdictions (Doc ID 565895.1)

When eBusiness Tax Content Upload program is used to upload the jurisdictions and rates based on
Vertex provided data file, the State Jurisdictions are created with incorrect name.

The Jurisdiction Names for State have County Name of the first county for that State.

For example, the Jurisdiction Name for California state should be:
CA-ST-050000000

However, it is created as:
CA-Alameda-ST-050000000

Similarly, the Jurisdiction Name for Arizona State should be:
AZ-ST-030000000

However, it is created as:
AZ-Apache-ST-030000000

This creates a Usability issue as the Jurisdiction Name appears in the Tax Lines window when
viewing the Tax Lines in AR/AP.
